Vote Nevada Update 2/12/2023

Vote Nevada Supporters,

We are heading into week 2 of the legislative session.  You can view this upcoming week’s calendar of committee hearings and floor sessions here: https://www.leg.state.nv.us/App/NELIS/REL/82nd2023

Reminder: You can access all the Vote Nevada advocacy tools and training recordings here: https://vote-nevada-blog.org/recorded-advocacy-resources/

And you can watch recordings of Vote Nevada Community Meetings here: https://vote-nevada-blog.org/vote-nevada-community-meeting-recordings/

I highly recommend watching Department of Corrections Director James Dzurenda’s presentation from Friday, February 10th. You can access his presentation by going here https://www.leg.state.nv.us/Video/ and then clicking on Assembly Committee on Judiciary.  When the video player opens, click on Agenda, and then click on Presentation by the Nevada Department of Corrections in the Agenda.  This will fast-forward the recording to his presentation.

After watching the presentation, I am sure you will agree that our mental health crisis must be addressed now, so, let’s come together as Nevadans to start fixing these problems by supporting Director Dzurenda’s budget and bills.

Similarly, in the 2022 primary election, 4,068 mail-in ballots were not counted due to errors such as the voter not signing the back of the ballot envelope.  In the 2022 general election, 5,979 mail-in ballots were not counted due to errors.

Here are the primary election mail-in ballot statistics: https://www.nvsos.gov/sos/home/showpublisheddocument/10798/637957441057530000

Here are the general election mail-in ballot statistics: https://www.nvsos.gov/sos/home/showpublisheddocument/11353/638097234357270000

Election and voting issues are contentious this legislative session, so, it may take recommendations from we the people to figure out how to reduce the number of mail-in ballots going uncounted in our elections.

If you have any ideas, election laws and processes are managed by the Legislative Operations and Elections Committees.  You can submit ideas to committee members through the Assembly Committee here https://www.leg.state.nv.us/App/NELIS/REL/82nd2023/Committee/394/Overview

And through the Senate Committee here https://www.leg.state.nv.us/App/NELIS/REL/82nd2023/Committee/404/Overview

Vote Nevada Update 2/7/2023

Vote Nevada Supporters,

The legislative session started yesterday and is in full swing today.  You can now see how NELIS works: https://www.leg.state.nv.us/App/NELIS/REL/82nd2023

You can watch yesterday’s floor session recordings here: https://www.leg.state.nv.us/Video/

All of Vote Nevada’s legislative advocacy resources and training videos are on our blog: https://vote-nevada-blog.org/

Today the Nevada Independent also published a guide for legislative engagement, which is very good, here: https://thenevadaindependent.com/article/indy-resource-guide-participating-in-the-legislative-session

New civic engagers ask me about my own process for evaluating bills, so I wrote up a worksheet that includes all the questions I ask when I read a bill.  Click the Word link to download the bill analysis tool if you think it might also help you. You can also open the tool as a PDF.

Vote Nevada Update 2/5/2023

Vote Nevada Supporters,

Tomorrow is the big day!  The legislature kicks off tomorrow, February 6th, with sessions on each legislative floor.  The Assembly is set to gavel in at 11 am and the Senate will gavel in one hour later at noon. https://www.leg.state.nv.us/App/NELIS/REL/82nd2023

Now let’s review what “legislative time” is: Legislative meetings usually start on time at the beginning of the session and then the meeting start times become increasingly irregular as the session progresses.  This is especially the case as we approach deadlines.

So, “legislative time” means meetings just start when they start.  One way to keep from sitting at your computer unproductively staring at an empty hearing room is to start the meeting’s live stream and then keep working until you hear the meeting gaveled into order.

Reporters in the building often also provide a “heads up” on Twitter through the #nvleg hashtag if they hear that a meeting is about to start. If you are new to Twitter and would like to use it to follow along during the legislative session, here are some social media training workshops: https://vote-nevada-blog.org/social-media-training-sessions/

The first legislative floor sessions are mostly ceremonial and handle housekeeping measures, such as adopting rules and a budget to fund the session.  Starting Tuesday, both houses will have floor sessions to start reading and assigning bills to committees. Once the committees have bills, each will start scheduling the first hearings.

Reminder, you can view all of Vote Nevada’s legislative advocacy workshop recordings here: https://vote-nevada-blog.org/recorded-advocacy-resources/

I also recommend watching The Nevada Independent conversation with Governor Lombardo for more details on his priorities and governing approach. https://youtu.be/zQIYQ0pUFv8

Regardless of political party affiliations, elected leaders represent all of us; it is, therefore, important for every community member to engage with our elected leaders as constituents.  We only have 120 days to get the state’s business completed, so there is no time to waste.  Let civility be our guide.

Some upcoming events:

Tomorrow, February 6th, at 1:30 pm, the Carson City Democratic Men’s Club luncheon speaker is Sam Shad, the host of Nevada Newsmakers.   You can watch recordings of Nevada Newsmakers here: http://www.nevadanewsmakers.com/

If you would like to Zoom into the meeting, please email Rich Dunn at richdunn as one word and then @aol.com

On February 15th, from 5 to 6 pm, via Zoom, Northern Nevada Indivisible is hosting a meeting: Education Priorities in the NV 2023 Legislature. “To help you get informed on legislative proposals in education—and their likely consequences—we have asked Calen Evans, President of the Washoe Education Association, to be our guest speaker.”

Meet Mary Peltola Webinar

Congresswoman Peltola shared with us how she navigated Alaska’s new election process that Alaska voters approved in 2020.  Alaska adopted open primaries with an instant runoff in the general election.  In the open primary, Mary Peltola’s name shared a ballot with 47 similar candidates who hoped to win Alaska’s lone seat in the House of Representatives.

Under the new process, the top 4 candidates moved forward into the general election.  One of those candidates dropped out, leaving 3 candidates to compete in the general election.

The other two candidates were Sarah Palin and Nick Begich, both Republicans.  In the special election, Mary Peltola won the most votes, but not the 50 percent needed to win under the new process.  So, the candidate with the least number of votes, Nick Begich, dropped off and the election officials looked to see who his voters picked as their second-choice candidate.

Under the new process, voters rank candidates by preference, but even one vote counts.  Half of Nick Begich’s voters picked Sarah Palin as their second choice, so their votes moved to Sarah Palin.  Of the remaining half of Begich’s voters, one-half, or one-quarter of Nick Begich’s voters, voted for Mary Peltola, and the remaining one-quarter decided to not pick a second choice.

This gave Mary Peltola enough votes to cross the 50 percent threshold to win.  In this process we learned who the consensus candidate was, it was Mary Peltola.  The reason Representative Peltola won rested on her appeal to most voters to be either their first or second-choice candidate.

You can see the Alaska election department’s tabulation of the House special election here: https://www.elections.alaska.gov/results/22SSPG/RcvDetailedReport.pdf

This process repeated almost the same in the general election.  In the general election, there were four candidates.  You can see the Alaska election department’s tabulation of the House general election here: https://www.elections.alaska.gov/results/22GENR/US%20REP.pdf

You can read more about Alaska’s special and regular elections here: https://www.politico.com/news/magazine/2022/09/30/americas-weirdest-voters-test-its-newest-voting-system-00059376

You can watch the recording of our meeting with Mary Peltola here: https://vote-nevada.news/Mary-Peltola-Webinar-Recording

Nevada is also considering adopting election reforms like what Alaska used in 2022.  This was Ballot Question 3 on the 2022 ballot and will be Ballot Question 3 on your 2024 ballot.  You can learn more about Ballot Question 3 here: https://vote-nevada-blog.org/top-5-open-primary-with-ranked-choice-voting/

There are 907 bill draft requests for this legislative session, so, there are still quite a few bills to be written between now and the February 6th start date.  Not all bills will be in full form at the beginning of the session, so, we will need to watch the legislation page on NELIS closely for the next few weeks. https://www.leg.state.nv.us/App/NELIS/REL/82nd2023/Bills/List

Tomorrow, 1/23, the Carson City Democratic Men’s Committee is hosting Carson City Superintendent of Schools Andrew Feuling at 1:30 pm via Zoom. The State of the State Address provides the Governor an opportunity to discuss his priorities and the state budget before the legislative session starts on February 6th.  Once the state budget posts to NELIS, you can access it here under the Budgets tab here: https://www.leg.state.nv.us/App/NELIS/REL/82nd2023

Starting Wednesday, January 25th, through February 2nd, you can watch the state agency heads present their agency budgets to the Legislative Commission’s Budget Subcommittee.  The agency budgets are part of the state budget, but these hearings provide an opportunity to hear the priorities and needs of agencies such as Health and Human Services and Corrections.  You can watch these hearings from the Scheduled Meetings page: https://www.leg.state.nv.us/App/Calendar/A/

If you miss any of these hearings, you can watch the archived recordings here: https://www.leg.state.nv.us/Video/
