Vote Nevada Update 2/15/2022

One addition is the Advisory Committee on Participatory Democracy meeting, which is on March 22, 2022, from 2 to 4 pm, via Facebook Live.  This committee works with the Secretary of State’s Office to ensure Nevadans have accurate and reliable information about our election processes. 

At the March 22nd meeting, Deputy Secretary of State for Elections Mark Wlaschin will update the committee on changes to our upcoming primary and general elections.

There were quite a few laws passed in the 2021 legislative session focused on voter registration and election practices, so meeting attendees will learn exactly what changed and how voting may be different in this cycle.

If you are interested in participating in one or more of the three working groups, I created interest forms. Please review the meeting recording for an explanation of the process we are adopting.  We will be laser-focused on a few goals at a time, and we have some rules of the road to ensure inclusive participation.

This is a completely nonpartisan endeavor for Nevadans to come together to solve problems.

The first working group is: Denial of Services

                This working group is focused on creating an ombudsperson position to help advocates who ensure students receive necessary services.  This group is not focused on merely documenting services not being provided, but more importantly, on creating an officer who can help advocates who are trying to match students with services.  This group will most likely have subgroups to investigate categories of services.

The second working group is: Expansion of High-Quality Internet Service

                This working group is focused on ensuring federal relief dollars dedicated to expanding high-quality, broadband internet service reaches every family, agency, and business.  This working group will research all sources of funding for expanding internet service, all transparency requirements, and all accountability mechanisms.

The third working group is: Addressing Mental and Behavioral Health Care

                This working group is focused on two related topics.  First, determine funding sources and mechanisms for fully funding a complete package of wraparound services for every child.  Second, address shortages of professionals through workforce development plans that build a pipeline of mental and behavioral health care service providers.

Vote Nevada Update 2/7/2022

 The NAACP and the National Action Network are hosting an event on Thursday, February 10th, 5:30 to 7:30 pm, at the East Las Vegas Library (2851 E Bonanza Rd, Las Vegas, NV 89101with four representatives of local law enforcement.  The theme of the event is Bridging the Gap between the Police, the Community, and Youth.

Captain Hatchett, who met with Vote Nevada’s Mental and Behavioral Health Committee in January, to chat about his vision for better integrating social workers and mental health services into community policing efforts, is on the panel.

We all know that mental illness and homelessness are often intertwined problems, so it is important to address affordable housing if we expect to stop sending the mentally ill into our prison system.

Vote Nevada Update 2/4/2022

Yesterday the Interim Legislative Subcommittee to Advise on the Expenditure of Federal COVID-19 Relief Funding heard reports from our K-12 school district superintendents about how each is spending federal ESSER (Elementary and Secondary School Relief) funding.  

In addition to introducing an appreciated layer of transparency and accountability to the process of allocating federal funds, the presentations clearly showed that our school districts have prioritized wrap-around support services for students, teachers, staff, and parents.

These efforts align with the recently released Nevada Advisory Committee to the US Commission on Civil Rights recommendations from the Impact of Remote Learning on Education Equity report.  

Recommendations include ensuring every family has access to high-quality internet services, supplemental tutoring, and to behavioral and mental health professionals, and that teachers and staff have professional development and personal support assistance.

But our school districts are funding these vitally important wrap-around services with the one-shot federal funding, so what will happen when this money is gone?  The superintendents asked the legislative committee to please help them with a sustainability plan.

Ultimately, we need a mental health system that provides early interventions and preventative care instead of waiting until someone is in a crisis before offering treatment.  Until then, we must provide law enforcement with the training, support, and counseling needed to ensure our jails and prisons are no longer Nevada’s largest mental health treatment providers.

Vote Nevada Update 1/15/2022

We had a good discussion today about the 2022 ballot questions.  You can view our Ballot Question meeting here: https://vote-nevada.news/Ballot-Questions-2022

As of right now, we have two constitutional amendments and one statutory ballot petition that need signatures to qualify.  The constitutional amendments will go on the 2022 ballot if they qualify and then will need to pass a second time in 2024. 

The statutory ballot petition will go into the 2023 legislative session as a bill if it qualifies.  If the legislature does not approve the ballot petition within the first 40 days, the Secretary of State will put it on the 2024 ballot for voters to consider.

The first constitutional amendment will create an open primary, with the top five candidates in the partisan races advancing to the general election.  In the general election, voters will have the ability to rank up to five candidates in those races.  The winner must have 50 percent plus 1 to win.  This is a brief explanation of the process: https://vote-nevada.news/Brief-Final-Five-Explanation

The second constitutional amendment is the Independent Redistricting Commission, which will remove the redistricting process from our legislature in 2031.  This will put redistricting under our open meeting law and will allow the public to participate in the entire process. The statutory ballot petition changes state law to allow municipalities to exit from their county school districts and to create a separate municipal school district.  This petition was just recently posted; you can read it through the link below. We will have a separate meeting on this petition as soon as I can secure a speaker.

We will also have three ballot questions on the 2022 ballot that are already qualified through the legislative process.  One is an Equal Rights Amendment for our state constitution.  https://www.leg.state.nv.us/App/NELIS/REL/80th2019/Bill/7076/Overview

District Court Judge Wilson ruled yesterday in the legal challenge filed against the proposed ballot initiative to create a top five open primary with rank choice voting.  https://thenevadaindependent.com/article/proposed-ballot-question-would-create-open-primaries-ranked-choice-voting

Judge Wilson’s first statement in the order is a reminder that our state constitution includes a right for Nevadans to propose, debate, and vote on ballot petitions and that right is on par with our legislature to propose constitutional amendments and policies.  The judge then states that it is his duty to protect that constitutionally established right.

The plaintiff’s attorneys can appeal the ruling within 30 days based on an argument that Judge Wilson did not properly apply the laws that govern ballot questions.

On January 18th, 6 to 7 pm, via Zoom, our Vote Nevada Behavioral and Mental Health Committee is hosting Captain Timothy Hatchett who is the new commander at the Bolden Area substation in the Historic Westside.

I hope you are all okay and feel supported during these times of love and fear.  As we once again face exponentially increasing rates of COVID-19 infections, many holiday plans were disrupted; but please know that we still have the power to support each other.

On January 28th, from 3 to 5 pm, via Webex, the Nevada Advisory Committee to the U.S. Commission on Civil Rights is hosting a follow-up meeting to review progress on the recommendations from the committee’s Impact of Remote Learning on Equity in Education report.

Finally, our Vote Nevada Behavioral and Mental Health Committee has been working with the Las Vegas Alliance with Black School Educators on drafting a possible statutory ballot question to ensure every child has access to vital wrap-around services.  As we know, our children need mental health services now more than ever, but they also need career and leadership development, as well as family supportive services. 

We started to addresses these needs in the 2019 legislative session with SB89, which came from Governor Sandoval’s Task Force on School Safety’s recommendations. SB89 was not fully funded in 2019, however, and there was no effort to provide any additional funding in 2021, so we are discussing using the statutory ballot initiative process to make these services a priority in the 2023 legislative session. 

If the Governor and legislative leadership decide to not act on the initiative, it will go on the ballot for voters to decide in 2024.

This does not mean that we are proposing raising taxes.  We are reviewing a variety of existing programs, services, and funding sources that can support a standard package of wrap-around services in every school.

It is time to invest in the kinds of early interventions and preventative care that will address mental well-being and promote healthy development for every child.  Please save February 12th in the morning for a possible meeting to discuss this initiative as well as other community oriented solutions for helping our children.
