We are now two weeks away from the end of the legislative session, June 3rd.  The next deadlines are May 23rd and 24th.  All budget differences between the two houses must be resolved by May 23rd and May 24th is the deadline for Second House Passage.  Bills that do not receive a vote on the floor of the second legislative house by May 24th will be dead.

LWVSN April 20th Community Meeting Update

League Supporters,

Thanks to everyone who attended our April 20th meeting with Director of Corrections James Dzurenda.  The Director provided a very informative presentation on his current efforts to reform our criminal justice system in Nevada and the ways we can keep more of our community members out of prison.  Director Dzurenda’s presentation is here: League of Women Voters – NDOC presentation 4-20-19

Unfortunately, as in many other areas, Nevada has been derelict when creating systems that address equal opportunities for every Nevadan and because of this we are now spending approximately $38,000 per year incarcerating people who are mentally ill and women who need opportunity, not prison.  As the Director stated, prison should be for dangerous people, not for people who we’ve decided to abandon.

Once we incarcerate these community members, we are also failing to provide inmates with adequate mental health treatment and education programming and we are only now trying to connect justice-involved community members with education and mental health services upon release.  This has contributed to our high recidivism rates.

Just imagine what we could do with the $38,000 we are spending per incarcerated community member if we could repurpose those funds into our education and mental health care budgets right now?

During our meeting, we briefly discussed ways to be more effective during the time between the legislative sessions to ensure that big goals, such as keeping women and the mentally ill out of prison, are addressed successfully during subsequent legislative sessions.

This will be one of our topics at our May 18th meeting and a big focus of our August 3rd Annual Planning Meeting.

We still have half of this legislative session still ahead, though, so let’s muster up our League energy to see if we can at least move the needle on one important criminal justice bill and one budget.

Director Dzurenda asked for help passing AB10, which will enable the Department of Corrections to issue a limited ID to community members being released from prison.  Because the justice-involved often lack an ID, upon release it is impossible for them to cash the check the prison issues them, to refill prescriptions for medication, or to even rent a hotel room to begin re-integrating into the community.

 The next deadline is Tuesday, April 23rd, which is first house passage.  Bills that haven’t passed out of their originating house (Assembly or Senate), will be dead, so, next week will mainly be focused on the required three readings of each bill on the floor of their respective houses and then the bill floor votes.

AB345: AN ACT relating to elections; authorizing each county and city clerk to establish polling places where any registered voter of the county or city, respectively, may vote in person on the day of certain elections; authorizing an elector to register to vote during the period for early voting and on the day of certain elections and setting forth the requirements for such registration; requiring the Secretary of State to establish a system for voter registration on the Internet website of the Secretary of State and setting forth certain requirements for that system; requiring the Department of Motor Vehicles to provide a form to decline voter registration or indicate a political party affiliation after concluding certain transactions with the Department; requiring a county clerk to reject certain applications to register to vote that are automatically transmitted to the county clerk by the Department of Motor Vehicles; revising requirements to publish certain information relating to elections in a newspaper; revising certain provisions relating to a student trainee serving as election board officer; requiring a provisional ballot to include all offices, candidates and measures upon which the person casting the provisional ballot would be entitled to vote if he or she were casting a regular ballot; revising certain deadlines related to absent ballots; authorizing a registered voter to request an absentee ballot for all elections; revising certain other requirements for absent ballots; revising the hours for early voting; authorizing county and city clerks to extend the hours for early voting after the hours have been published; authorizing certain persons who are 17 years of age to vote at a primary city election or primary election under certain circumstances; establishing certain requirements for the database of the Department of Motor Vehicles relating to processing and verifying voter registration information; and providing other matters properly relating thereto.

 

AJR9: This resolution proposes to amend the Nevada Constitution to provide for the initial appointment by the Governor of the Chief Justice, associate justices and judges, from nominees recommended by the Commission on Judicial Selection and for a justice or judge to automatically succeed himself or herself to a new term only if such succession is recommended by a commission on judicial performance after it has reviewed the justice’s or judge’s performance.
